Residence permits are issued in accordance with the conditions set out in EU directives and in the provisions of the Aliens Act  (Official Gazette of the Republic of Slovenia, No. 107/06) and the Act amending the Aliens Act (Official Gazette of the Republic of Slovenia, No. 44/08).

EU citizens do not need a permit (visa) to enter the Republic of Slovenia; they can enter with a valid identity card or a valid passport regardless of their purpose of stay. For all stays in Slovenia shorter than three months, these citizens do not have to register their place of residence, they only need to register at the competent police station within three days of crossing the country border.

If they want to stay in Slovenia longer than three months, they have to register their place of residence at their local administrative unit prior to the expiry of the three-month permitted residence period.

Alternatively, they may apply for a certificate on the registration of their residence immediately after their entry into Slovenia (in Ljubljana: the Ljubljana Administrative Unit – Internal Administrative Aff airs Division, Section for Foreigners, Tobačna ulica 5).

EU citizens may receive their certificate on the registration of their residence, which is needed to study, on the basis of:

  • a valid identity card or valid passport,
  • a certificate of enrolment,
  • a certificate of suitable health insurance,
  • a certificate of sufficient means of subsistence.

Residence permits are issued for the duration of the study, or for a maximum of one year, and can be extended if the study lasts more than one year.

Foreign citizens not from any of the EU Member States coming to the Republic of Slovenia for study, specialisation, professional improvement or practical training purposes will be issued visas or temporary residence permits.

Applications for the issue of the first residence permit are filed with the diplomatic/consular representation offices of the Republic of Slovenia abroad or with a competent body in Slovenia. The first residence permit for Slovenia must be obtained before entering the country and can only be issued in the form of a temporary residence permit.

The application for the issue of a permit must be filed by a foreign citizen intending to reside in the Republic of Slovenia. In cases established by law, the application may be filed by another legal or natural person.

The application for the issue of a permit must enclose the following certificates:

  • a valid passport that is valid for at least three months longer than the intended residence in the Republic of Slovenia;
  • a certificate of suitable health insurance;
  • a certificate of sufficient means of subsistence;
  • a certificate from the criminal records of their home country;
  • a certificate of enrolment, education, specialisation or professional improvement.

The first residence permit is served personally to the foreign citizen to whom it is issued or to his or her authorised representative by the diplomatic/consular representation office of the Republic of Slovenia abroad and is not issued for periods longer than one year.
